Government and politicsStatera is a democratic republic. Statera's political system takes place within the constitutional framework of a federal parliamentary republic, with a federal president as head of state and a chancellor as head of government. Both local and federal governments exercise executive power. The federal legislative power lies with both the federal government and the two chambers of parliament. the National Council and the Federal Council. The Stateran judiciary is independent of the executive and the legislature.
Four political parties are currently represented in the Stateran Parliament: the Stateran Republic community, the Social Democratic Party of Statera, the Party for freedom for Straterans and the Greens. The greens are all about environmentalism, nonviolence and social justice. The Democrats focus on the wellbeing on people and how the federal government should have a more active role in the lives of people. The Republic community Party focuses on that governments should not take too much part of economy and business especially in a Federal government. Everyone is allowed to vote as of an age of 17 years, without any crime records. Austrian citizens elect the most important people that are part of the political system every 5 years. One of the tasks of the federal government is to draft bills, which are then submitted to parliament. The Federal Government is headed by the Federal Chancellor, who, together with the Vice-Chancellor, the Federal Ministers and State Secretaries, manages government affairs. The National Assembly is the main legislative body. The federal government or the state governments develop and implement the statutory provisions. Legislative tasks are performed at the federal level by the National Assembly in cooperation with the Federal Council. The Federal Council represents the interests of the federal states in parliament. Provincial assemblies represent the interests of the citizens in the individual provinces. Each federal province is administered by a provincial government, which is headed by a provincial governor elected by the respective provincial assembly. |
laws, rights and citizenship
Statera will abide by the civil law. Civil law makes it fair for the people as they should have known the rules that applied in the country, Statera. If there was a common law, there could be a chance of someone being convicted of a crime even for something you never knew was not a law whereas in civil law, the law is already stated and people know how they have to behave. The person on trial will also not be guilty until there is evidence and the crime was proven ot be commited by the person. The trial will have prosecutors for the individuals who have been charged as well as lawyers if one has enough money and a judge who is the only one who can sentence the convicted criminal defendant. The judicial cannot be too powerful, therefore it has an original jurisdiction meaning that when a court is first hearing a case, it is that court that is to then have the original jurisdiction. It does not matter whether someone is born in the territory of Statera meaning that they will automatically mean that he or she will be a citizen of the country. Only in cases like if someone's parents have left them, they will automatically become a citizen. There are no rules for whether a child is a wedlock child. Duel citizenship for a citizen of Statera is also executable. If one moves to the country and gets a job or a work permit, the person can demand for a long term citizenship in the country. All citizens enjoy fundamental rights as stated in the Constitution: "All citizens are equal before the law. No one may be discriminated against or favoured on the basis of birth, sex, origin, class or religion." In 1972 Statera ratified the Convention for the Protection of Human Rights and Fundamental Freedoms of the Council of Europe. |
Police force and prisons
Police officers will face the same charges and trials if they commit a crime. They have the same rights as normal citizens, to ensure that officers don't have benefits when it comes to committing crimes. Their role is to prevent, deter and detect crime to ensure the safety and security of Statera. This is done through its focus on the 5 broad areas of Police work - Frontline Policing, Counter and E-services, Investigation, Community Engagement and Public Security & Order. Law enforcement is very strict and Statera's crime rate is very low. This works due to severe penalties and high money punishments. Visibility of cameras and law enforcement officers makes people more conscious of their actions. Citizens take it upon themselves to report crimes and track down criminals. The people are educated from a young age to follow and respect the law. Full enforcement of their laws deters people from committing crimes.
